Cannot open video from Photos Library

Try open video from Apple Photos Library and nothing happen.

If I open video via MetaVideo extension in Photo app:

Unable to import some files.
The listed files cannot be imported. They may be corrupted or incompatible with the application.

My photo lib with iCloud sync (optimized storage mode).
